Hand washing what to do last?

now i am a pharmacy TEC student, and we just learned about hand washing.

Now can any one please tell me does it matter if you pull your selvess up first, or if you turn the tap off first then your selvess. Please can any one tell me if it does matter,.... what you do last the sleevess or the tap.Hand washing what to do last?
In the movies and TV the doctors shut off the tap with their elbows or have a button on the floor. If you are wearing hospital scrubs the sleeves are usually loose and will fall back into place themselves.Hand washing what to do last?
I never thought about it before, but I would think that you'd turn on the tap first. I'll bet sleeves are filthy things, aren't they? This is gross to think about especially when you have to remember that they might need to be pulled back down and that they're dragged across all sorts of surfaces. Maybe you need to do it first to keep from dragging them across a filthy sink surface?

Great question.
