Your employers toilet facilities are required to have hand cleaning facilities, or they are breaking the law.

This may also be true of the room for handling chemicals.

Talk to the local Health and Safety Executive.

they must install hand washing facilities, health and safety fact sheets on all the chemicals used including the solvent in the machine. You should have gloves and eye glasses for the spotting area with a medical kit with eye glass and solutions to wash out splashes. you will not have running water near the machine but you must have some close by. There's much much more.
It doesn't sound right, have you had the chance to speak to a manager about this?
No water tap at all? Not sure , consult health and safety. How you wash floor etc.
